Insecurity, population movement, and competing agendas has resulted in an absence of accurate and reliable data.

This ‘data gap’ hampers the ability of actors to validate and prioritise needs, to plan and calibrate programmes, and to develop a clear and comprehensive understanding of the potential impact and effectiveness of aid and development funding. The absence of credible baseline data can also have a significant impact on the ability of monitoring to help to identify the mismanagement, misappropriation or misuse of programme funds or resources through for example the validation of beneficiaries, or the triangulation of results.

It has been recognised that the Government of the Islamic Republic of Afghanistan and international partners lack sufficient data to inform development and humanitarian planning.
