Third Party Monitoring Programme for the Afghanistan Reconstruction Trust Fund: A Review

In 2014 the World Bank undertook a review of an independent “third party monitoring program” (TPM) in Afghanistan that was established in 2011 under the Afghanistan Reconstruction Trust Fund (ARTF).

The resulting paper aimed to review the design, value added and cost-effectiveness of TPM, and to present options for whether, and if so how, the TPM contract might be renewed and adapted better to meet the requirements of the different stakeholders in the light of experience and evolving circumstances.
